Some Observations

Some interesting data, I must say!... Ventured into an uncharted portion of the outer space, and encountered a monster.... No, unfortunately, we did not find the Loch Ness Monster, but, rather, the Phantom of Opera.

The results clearly demostrate the existence of a hidden element over and above the html element in hierarchy, which we termed as the <phantom> of Opera.
The <phantom> does have its own Vertical Scrollbar.
However, the <phantom> does not have its own Horizontal Scrollbar, but a space at the bottom, instead. This has been termed as the Bottom Band.

Having identified this hidden <phantom> element, we can start to sort out and analyze the results:

The set of results for the default and visible values of the 'overflow' property of the html were identical, which clearly indicates that the default value of 'overflow' property of the html is visible.
Again, the set of results for the default and visible values of the 'overflow' property of the body were identical, which clearly indicates that the default value of 'overflow' property of the body is visible.
Furthermore, the set of results for the hidden value of the 'overflow' property of the html element versus all the values of the body element also indicate that:
- The Vertical Default scrollbar belong to the phantom element, due to the fact that it is present when it should not be.
- It appears that the Horizontal Default scrollbar may belong to the html element, due to the fact that it is present when it should be. However, the distinctive "gray" background color of the Default Horizontal Scrollbar versus the background color of the html element, presents a vey serious contradiction to this! Therefore, the question of "Which element the Default Horizontal scrollbar belongs to?" remains unanswered conclusively - at least by the results of this set of experiments.
However, the set of result for the hidden value of 'overflow' property of the body element versus all the values of the html element also clearly indicate that they are definetely controlled by setting(s) of the that of the body element.
For the default and visible values of the overflow property of the body element, #test extended vertically/horizontally (up the limits of Peep-Hole) beyond the body element, which retained its specified height/weight; for the other settings, #test was contained within the limits of the body element.
